The “e-Governance (ई-गवर्नेंस)” word in the terms was vogue world at the beginning of the 90s. In the late nineties, the terms came into discussion in the country. Initially, the e-governance means the use of computers in government (सरकारी कामकाज में कम्प्यूटर का उपयोग करने) was considered limited. But later the terms were used with e-governance ICT i.e. Information and Communication Technology (इनफॅार्मेशन एवं कम्युनिकेशन टेक्नोलॉजी) means in the implementation of e-governance these two techniques in the use of computer and communication. In the early nineties, the computerization was started in the railway reservation system (रेलवे आरक्षण का कम्प्यूटरीकरण) in India. Reserving the right to go in the center, and from that time to go anywhere to meet reserve railway was an alien in this country. People began to understand the importance of the e-governance project. But it is taken seriously by the Indian government in the year of 2006, the central government approved to the national e-Governance Plan (राष्ट्रीय ई-गवर्नेंस योजना – NeGP) to started and implement of e-governance in 18th May 2006. This initiative was taken by the Gujarat, Karnataka, Andhra Pradesh, and Chhattisgarh government of the states. This was the best medium to give government schemes to rural peoples without disturbance. In the Karnataka Land Project “ Bhoomi Pariyaojana (भूमि परियोजना), e-Procurement Project (ई-प्रोक्योरमेंट परियोजना), in Gujarat e-City Project (ई-सिटी योजना), e-PDC Scheme (ई-पीडीएस योजना) of Chhattisgarh all these are examples of an effective system.

Another big advantage of the e-governance is that it is possible to be deployed to transparent governance (पारदर्शी शासन व्यवस्था). With using only the computer does not remove corruption from the administration, but the planning system with the imposition of the e-governance, corruption-free administration (भ्रष्टाचार मुक्त प्रशासन) indirect can be imagined. About two years ago, when the Gujarat government on the e-governance project of 16 thousand school teachers recruited solely through e-governance was just as the process by engineering colleges is the Internet. The major source of corruption is the lack of appropriate information available at the time. All information is buried in the files of offices and the whole game of corruption starts from here. Therefore for effective implementation of e-governance digitalization (जानकारी का डिजिटलाइजेशन) of information is required. Land records information (भूमि रिकॉर्ड की जानकारी), determine the property tax (प्रॉपर्टी टैक्स का निर्धारण), vehicle registration (वाहनों का पंजीकरण), etc. information must be available in digital format. In the early days, some state governments implemented the e-governance project without the bases of digital information which plan was failed. Although many states now have made the necessary information digitized.

DOCUMENTS UNDER ONLINE LAND RECORDS IN KARNATAKA

The revenue department of Karnataka state developed software called Bhoomi with the contribution of RTC. The Land (Bhoomi) related to land records management is the country’s first e-governance project has been successfully implemented for the benefit of the common man. Under the project, each taluk of the Karnataka provided the land record through the kiosks which have been set up in complete state. This Bhoomi project has the following main objects:

  • Showing documents of land and property on the demand of the public.
  • For secure information access making possible fingerprints (biometrics) proof system.
  • By using the touch screen kiosks checking the land records documents and mutation status.
  • Providing any type of amendment on the documents on the first-come, first-served bases.
  • The online system to record land documents.

The Bhoomi project made to deliver the transparent land management system for comment peoples. The citizens can avoid going rounds and rounds in the offices to get their property information through the civil servants and they can bet the better services under this project of Karnataka state. The official website of bhoomi.karnataka.gov.in has been made through the technical assistance of the national informatics center (NIC) Bangalore and with the coordination of the revenue department of state. The online website of Bhoomi Karnataka provides the computerized land records for more than 20 million owners and 6.7 million farmers. The online website is working to reduce the problem of the general public getting all types of documents and mutations.

The citizens can submit their online mutation requests by the online website and without official person’s help. The general public can get access to the database of all properties in the state. The citizens can visit the nearest taluk office which has been established in 177 places of Karnataka state through which they can get the hard copy of their RTC papers by showing their name and plot number. For this service citizens will have to pay Rs. 15 (fifteen rupees) as the service charge in the office. In the taluk office one side, the departmental person will work and the second computer face will be on the side of a person through which he/she can see the process of transactions. All citizens can check the status of their mutation request through the touch screen computer at the kiosks centers.

In case any person is not getting the mutation under the 45 days duration of the revenue inspector is not working well to provide it the citizens can submit the complaint or grievance to the other senior person and the department will take legal action against him/her. Citizens are able to view their RTC, mutation extract of property can check the status of their mutation request, along with the RR5 and RR6.

ABOUT PAHANI (RTC) & MUTATION

The RTC or also called with the pahani is a very important document for revenue records. The pahani has all the information for the landowner and other information such as the assessment, water rate, soil type, land, liabilities, tenancy, and other important things. The pahani is very important which used to know the geniuses of seller and owner which you want to buy, it is also necessary at the time of sailing the land in the sub-registrar office, to get the loan from the bank or credits, at the time of civil litigation in court and other various personal and official uses. An RTC has all the information such as the survey number of land along with the hissa number, complete land information and area, revenue information, owner’s complete details and extents khata details, acquired way of land, and various other details.

To get the pahani or rtc citizens will have to visit in the nearest pahani centers which have been established by the Karnataka state government revenue department. These centers and pahani facility is available in the tehsildar office where after paying Rs. 15 (fifteen rupees) citizens can get the hard copy of pahani for the official uses. In case the taluk office is so far from your location then you can visit the nearest village accountant office or in the revenue department office where after paying the same amount you will be able to get the rtc hard copy.

There is no difference between manual and computerized pahani. The online rtc started to make a transparent process between taluk and landowners. The online RTC is easily available which the farmers can get any time and for the manual pahani process it bit hard. The citizens can visit the center and can get the complete details. Owner’s name or his / her particulars like liabilities making changes called a mutation. These transactions may be one of the mentioned below:

  • At the time of J-slip-sale through a registered deed
  • For changing owners name in the inheritance after the death of an owner
  • Partition of the division of property in family members
  • Release/pledge after completing the bank loan or payment
  • In the bases of the court orders

HOW TO CHECK ONLINE LAND RECORDS / VIEW RTC / MUTATION EXTRACT STATUS / RR5 / RR6 IN KARNATAKA VIA BHOOMI PORTAL

In the process to check the online land records citizens will have to visit on the official website of bhoomi.karnataka.gov.in where they can get the option with View RTC / Mutation Extract / Mutation Status / RR5 / RR6 which will send you on below-given page section.

After this process on the new page, you have to select your district name for example Bagalkot, and then have to click on the submit option. Now this page will send you on the taluk page where you have to select the taluk name and then have to click again submit option. Now on the new page, new taluk under the district administration will come where you have to select the office name.

After this process enter the select the village name and then enter the survey number after which you can select the option of RTC / Mutation Status / Tippan OR Mutation Extract OR RR5 OR RR6. Now you will be able to download the complete details of your land in Karnataka state. You also can take a printout of this page for further process and official uses.

§ All the records and data are uploaded by the national informatics team (NIC) of Karnataka but the complete details and information have been provided through the revenue department of state. In case of any issue regarding the content or records contact the revenue department or visit in the taluk.

§ The NIC team or revenue department is not responsible for any type of error at the time of taking printout of mutation, RTC, or pahani. If you got any issue at the time of taking documents hard copy contact in the nearest pahani center or tehsildar and let them know about it.

§ There is no any fees has been taking to check the online land records but in the office, you have to pay the service charges to get the hard copy documents which is payable in the office counter and for which you will be able to get the acknowledgment slip through the official person.
